Developer Scope
The developer will be responsible for the comprehensive design and development activities needed to achieve the development objectives:
- Conduct site analysis and evaluation of sustainability potential.
- Design an economically feasible program to meet City and Metro development goals.
- Acquire the Westgate site from Metro and the City of Beaverton.
- Prepare all necessary design and construction documents required for City review and approval.
- Recommend policy, zoning, and development regulation changes needed to execute the development program, and work with City to implement these changes.
- Secure all necessary permits and land use entitlements.
- Build the project on schedule.
- Commission all building HVAC and lighting systems.
- Market the Westgate facilities.
- Ensure that sound property management systems will be implemented.
City of Beaverton and Metro Scope
- One project liaison from the City will work with the developer for duration of the development to provide technical support and expedite permitting approval.
- City staff will provide technical support and assist with efforts to secure variances/code amendments to support the desired development proposal.
- City may assist with design and/or construction of public improvements.
- Beaverton Central Plant will develop utility infrastructure to deliver HVAC heating water and chilled water to all Westgate buildings.
- Beaverton Central Plant will provide design assistance and ongoing operations and maintenance technical support required to achieve higher levels of energy performance.
- The PMG will make recommendations for developer selection to the Beaverton City Council and the Metro TOD Steering Committee and Metro Council.
- The City and Metro will sell the Westgate site subject to conditions.
